Subcontractor on Florida building that collapsed is fined

A judge has found that a subcontractor willfully neglected federal safety regulations at the Berkman Plaza 2 building, a Jacksonville, Fla., building that collapsed in 2007 as concrete was being poured on the top floor. Southern Pan Services ignored engineers' plans for using temporary building supports, the judge found. The company is being fined $40,000.
