Professor: Work rules pad budgets unnecessarily

In an opinion piece, John Jay College professor Lydia Segal says one way to save millions of dollars without adversely affecting teaching is to eliminate costly and often senseless work rules. To cut what she terms "work rule fat," she advocates outsourcing more, giving principals control over their budgets and other strategies.
