While awaiting study, Florida officials press ahead with water plans

In the midst of a two-year environmental study, Florida's St. Johns River Water Management District has released a preliminary water-supply plan for the 18 counties within its jurisdiction. Some 80 projects made the list with a total cost well in excess of $5 billion. Most controversial are plans to tap the St. Johns River and other surface sources to provide more than 400 million gallons of water a day.
