Construction to start on Hudson tunnel this spring

New Jersey will start construction on a rail tunnel that will link New Jersey and Manhattan this spring. Officials say they have secured funding necessary to start the Hudson River rail tunnel, which was first proposed in the mid-1990s. The project is expected to cost $8.7 billion, and the state has secured part of the $3 billion it expects to receive from the federal government.
