Pipes for WTC chiller plant nearly complete

Construction is nearly complete on four large pipes that will deliver water from the Hudson River to the new World Trade Center's $200 million chiller plant. The plant, which is expected to start operating in late 2011, will use the river water to cool and dehumidify air in several of the center's buildings and passageways.
