Cutting payroll without eliminating jobs may mean squeezing nonessential expenses out of the budget, scaling back space, postponing investments, reducing hours, cutting pay and encouraging unpaid leaves. This report from BusinessWeek's small-business magazine suggests getting employees involved in the process, making sure executive pay is cut if employee pay is reduced, and maintaining service with reduced manpower hours.
