The Obama administration is urging lawmakers not to push through with plans for an "energy-only" bill that would not impose limits on greenhouse-gas emissions, said Carol Browner, the administration's top climate official. "Every now and then you will hear talk about maybe an energy-only bill. We think that would be unfortunate," Browner added.
