Lawmakers urge more options for disabled

Lawmakers on Capitol Hill are calling for policy changes to better enable those who live in nursing homes or other long-term institutions to live independently in the community. But a lack of funding may make it impossible to implement some proposals made, such as a measure to require states to cover community-based, long-term care services on an equal basis with institutional care.
