Small-business lending plan is in jeopardy

The Treasury Department's plan to loosen lending for small businesses is at risk because key banks say they will not participate because of the strings attached to accepting government help. The plan would invest $15 billion in TARP funds, but banks have to accept government-imposed executive pay limits and other rules.
