Texas legislators debate vouchers for children with special needs

While advocates of special-education vouchers told legislators Tuesday that the vouchers could give parents more options to help their children with special needs, many educators said the loss in funding that would result from such a program could devastate the ability of public schools to help students with disabilities. Some 435,000 children may be eligible for the proposed vouchers.
