Attorneys general ask lawmakers to maintain states' GHG rules

The Democratic attorneys general of seven states are requesting that lawmakers crafting a compromise climate-and-energy measure maintain the states' ability to issue their own greenhouse-gas rules. In a letter to Sens. John Kerry, D-Mass., Lindsey Graham, R-S.C., and Joe Lieberman, I-Conn., the officials cited the economic upside of programs such as the Regional Greenhouse Gas Initiative, which is an agreement among Northeast and Mid-Atlantic states to curb greenhouse-gas emissions from power plants.
