California sees potential high-speed partner in China

California has been looking for someone to share the high cost of its high-speed rail plan, and the state seems to have found a partner in China. The Chinese government has signed preliminary deals with the state and General Electric to help construct high-speed lines. California's high-speed railway is projected to cost $43 billion.
