Concrete makers await EPA ruling on fly ash

Concrete manufacturers are awaiting a ruling by the Environmental Protection Agency on whether coal fly ash is considered "hazardous waste." Fly ash -- a coal byproduct -- is used to increase the durability of concrete. If the EPA rules that the ash is hazardous, it could become the "new asbestos."
