Opinion: Schools are already winning the Race to the Top

The federal Race to the Top program has already had a "beneficial effect" on the U.S. education system, the editorial board of the New York Times writes, despite just two states being awarded grants in the first round of competition. The competition has leaders and policymakers in states and districts working to build consensus for innovative reforms and highlighting issues that are important in the effort to improve the nation's schools, the editorial board writes.
