Owner of Seattle tunnel project left filling in voids

Japanese contractor Obayashi Corp. left nine voids in a 2-mile tunneling job done for Seattle's Sound Transit as part of the region's light-rail construction. Sound Transit has since filled 80% of those spaces and expects to bill Obayashi the $1.6 million it has cost to fill in the underground cavities.
