SEC members say proposed rules could give Fannie, Freddie an edge:

Two members of the Securities and Exchange Commission say proposed changes meant to bolster the mortgage market could increase the dominance of Fannie Mae and Freddie Mac. Republicans Kathleen Casey and Troy Paredes expressed concern that Fannie and Freddie would be given an unfair advantage because they are not required to register securities with the SEC.
