"Waters of the United States" definition would expand under EPA proposal

The definition of "waters of the United States" would be revised to include tributaries and other waters adjacent to "traditional navigable waters" under a proposal by the Environmental Protection Agency and the Army Corps of Engineers. The revisions would expand the waters under jurisdiction, modify the test for "other waters" to an ecological rather than interstate-commerce basis, and codify exemptions for water-treatment systems and converted cropland.
