Millions spent to lessen effects of Washington sewage treatment plant

King County, Wash., is spending $147 million to reduce the effects of the $1.6 billion Brightwater sewage treatment plant, scheduled to open in 2010. Parks and bike trails are being created around the park, and stream preservation is under way to ease the impact of the plant.
