Qualification rules shrink ranks of Fla. teachers with ed degree

Half of Florida's new teaching certificates are going to those without a degree in education as the state attempts to meet federal highly qualified teacher guidelines, which require knowledge -- such as a bachelor's degree -- in the field to be taught as well as certification. Veteran teachers must be certified in all the subjects they teach, which is expected to be especially difficult for versatile special education teachers.
