Small-schools plan still a work in progress

Breaking down huge Sacramento high schools of up to 3,400 students into small learning communities has widely been considered a worthwhile step, although six years into the project, not all of the small stand-alone schools have been launched, with progress hindered by siting challenges. Meanwhile, Maryland's Prince George's County schools also are considering a plan to reorganize high schools into dozens of small, specialized schools in the latest effort to improve learning there.
