New federal procurement rules likely to come at year's end

Contractors should expect to see new rules for federal bids toward year's end, according to Reed Construction Data Chief Economist Jim Haughey. The regulations are likely to alter the "lowest bid wins" paradigm and will apply to state and local government projects financed by federal dollars.
