Lawmakers have approved a bill to build legislative support against a ballot question that would scrap the state's bilingual education law. The bill softens a previous stance by allowing the Department of Education to classify schools or districts as "underperforming," based on limited-English students' test scores but would require parents to be involved in establishing new bilingual programs. The ballot question advocates "immersion" training for non-English speakers.
