Budget compromise postpones tax cut battle

House and Senate leaders struck an extraordinary budget agreement Wednesday that would postpone until later this year a resolution over how deeply to cut taxes. Today, the House planned to debate a $2.2 trillion budget for 2004, but the two chambers would have to agree on a common figure before sending it to the White House.
