COBRA extension will cause cash flow problems

Extension of COBRA benefits for laid-off workers will cause a cash flow "headache" for small businesses. Employers have to pay their share of the benefit upfront. "You have to have the cash to make the payment first, and there is a lag time with payroll tax credits -- and there is a cash crunch with small businesses right now," says Bill Rys, NFIB's tax counsel.
