Court: New York City must release critical 9-1-1 report

Justice Arthur Engoron of the New York State Supreme Court has ordered New York City to release a report that is critical of its $2.3 billion 9-1-1 system. City officials say the document is just a draft and isn't finished, but Scott Stringer, Manhattan borough president, said the public was entitled to see it "because lives literally hang in the balance."
