India is rethinking policies on scarce water

A conference this week in India is expected to yield new government draft policies that would treat increasingly scarce water as an economic good in an effort to promote conservation and efficient use. India has about 17% of the world's population, but only 4% of its renewable water resources -- and they could be drying up because of rapid development.
