Some Calif. agencies direct wireless 9-1-1 calls to state center

Twenty police agencies in California still direct wireless emergency calls to a highway patrol call center rather than local 9-1-1 dispatchers. The state has worked to change that in an effort to reduce response times, but staffing and technology challenges have kept some departments from complying.
