Confusion persists during ACA's slow rollout, Sebelius says

HHS Secretary Kathleen Sebelius said she failed to anticipate the political battles and confusion that accompany the long introduction of the Affordable Care Act. President Barack Obama's re-election and the Supreme Court's decision to uphold the law didn't end the fighting, she said. Many people don't know what benefits to expect or how to get them, especially in states whose governors are adamant in their opposition to the law, she said.
