Rains prompt California state of emergency declaration

Heavy rainstorms caused Gov. Arnold Schwarzenegger to declare another state of emergency there, as strain mounts for the state's system of levees, aqueducts, reservoirs and rivers. Rain is forecast to continue in many northern and central parts of the state, potentially exposing the San Joaquin Valley and the Central Valley to "great vulnerability," Schwarzenegger said.
