States can tap $100 million in federal grant money for wellness programs that offer Medicaid recipients rewards if they quit smoking or keep blood pressure and cholesterol at normal levels. Few states have focused on wellness in their Medicaid programs, but the move reflects the change in emphasis from disease treatment to prevention.
