Transocean: CSB lacks jurisdiction for Gulf-oil-spill probe

Transocean is trying to block the Chemical Safety Board's investigation of the Gulf of Mexico oil spill. The board had never probed offshore incidents before, and it has no jurisdiction to gain access to internal records and blast survivors, according to the company. "The magnitude may be unique, but there certainly have been ambient releases offshore," said David Baay, a lawyer representing Transocean.
