Obama proposes to make PTC permanent, refundable

President Barack Obama's 2014 budget proposal would increase spending for clean energy and make the wind-energy Production Tax Credit permanent and refundable. Obama's proposal would be good for the wind industry because it would attract more investors, but it's likely to face a stiff challenge in Congress, said Robert Gramlich, interim CEO of the American Wind Energy Association. "Given the current legislative cycle, it's unclear how Congress will react to the timing and scope of the president's budget proposal," he said.
