Maryland officials prepare to release 2nd-round Race to the Top bid

Education officials in Maryland were set to unveil the state's draft application for the second round of Race to the Top funds, which could yield as much as $250 million for the state's schools. Among the reforms expected to be included in the application are a framework for evaluating teachers that would place them into four categories -- ineffective, developing, effective, and highly effective -- and the use of student test scores in teacher assessments for the first time. School districts and unions have until April 23 to endorse the reforms.
