Telecoms and cable companies have expressed their unhappiness toward federal changes in criteria for issuing broadband-stimulus funds that no longer put a premium on funding networks in areas without service. The companies, which assert they might be forced to compete with systems that received federal broadband subsidies, warn that they would be less likely to invest in their own networks if they lost customers to their government-funded rivals.
