President Barack Obama's top economic adviser warned of long-term consequences if Congress fails to address comprehensive climate-and-energy legislation this year. A comprehensive clean-energy package will boost the U.S. economy by creating jobs, reducing uncertainty and increasing private-sector investor confidence, said Larry Summers, the head of the National Economic Council.
