A three-judge panel of the U.S. Court of Appeals for the 9th Circuit -- in a split decision -- has decided to support a lower court's ruling that blocked some parts of Arizona's anti-immigration bill. While the ruling dealt only with the ruling made by the judge of the lower court, the decision stated: "Arizona has attempted to hijack a discretionary role that Congress delegated to the Executive." Meanwhile, Arizona Gov. Jan Brewer said the state plans to either ask the appeals court to reconsider or bring the case to the U.S. Supreme Court.
