Obama plan isn't likely to offer big entitlement changes

President Barack Obama is not likely to support turning Medicare into a voucher program or giving states full control of Medicaid. The president's deficit reduction plan -- to be announced in a speech Wednesday -- likely will include proposals from his debt commission and call for reductions in provider reimbursements and higher costs for beneficiaries.
