Easing of regulations proposed for distance-learning classes

A commission led by former U.S. education secretary Richard W. Riley is proposing an easing of regulations for online higher-education programs. Under the proposal, states would enter reciprocity agreements spelling out minimum standards for consumer protection and institutional quality so colleges could offer distance learning in different states. "This system will increase opportunity and access for students across the country, bringing us closer to the goal of leading the world in college completion rates," Riley said.
