The Pentagon's intelligence agency indicated in a report disclosed Thursday that North Korea may have the technology to deliver a nuclear weapon through a ballistic missile, although the weapon likely would have low reliability. The Pentagon sought to downplay the report's conclusion, saying that it is unlikely North Korea has fully tested the nuclear technology referenced in the report.
