Pennsylvania refuses to cough up teachers' test scores

The Pennsylvania Department of Education still is refusing to make middle school teachers' certification exam scores available to the public, and Gov. Ed Rendell is backing that position. State Education Secretary Vicki Phillips says parents may ask the department whether their children's teachers are certified under state law.
