A decade or so ago, Todos Santos, a small town located near the tip of Mexico's Baja peninsula, was a bit "rough," according to locals. During the past 10 years, the area has become known more as a destination for surfers and international art collectors. The expatriates who have made Todos Santos their home are trying to ensure the area doesn't turn into another Cabo San Lucas.
