Obama: Agencies may consider union labor in awarding bids

Builders railed against a new rule set to take effect Tuesday that permits government agencies to request that contractors promise to hire union workers as part of their bids for public-works projects. The executive order by President Barack Obama doesn't mandate that federal entities always require contractors to bargain with unions on all jobs, but it opens the door for agencies to make such a request.
