Budget cuts derail Calif. HSR plans, green initiatives and more

The continuing resolution bill before Congress would require $38 billion in cuts in federal spending. One of the projects affected is California's high-speed rail venture, which could be delayed because the expected appropriation of $2.5 billion would be reduced to $1 billion, with lawmakers hinting that the state may not get any HSR funding if the budget continues to be slashed.
