Spending bill curtails funding for EPA, climate initiatives

The spending bill that would fund the government until the end of the fiscal year would cut the Environmental Protection Agency's budget by almost $1.5 billion from its current fiscal funding. Other cuts include ending the National Oceanic and Atmospheric Administration's climate service and getting rid of the White House's energy and climate-change office.
