A U.S. Senate committee-passed "energy-only" bill could move forward if the comprehensive climate-and-energy bill being authored by Sens. John Kerry, D-Mass., Lindsey Graham, R-S.C., and Joe Lieberman, I-Conn., fails to gain enough supporters. "If Kerry-Graham-Lieberman doesn't move in the next few weeks, there will be pressure to move on some kind of energy bill," said an energy-industry insider. However, Kevin Book, managing director for ClearView Energy Partners, said that a bill without a cap on carbon emissions will not be passed.
