S.C. city council hears update on downtown revamp

The Rock Hill, S.C., City Council has been updated on a decade-old plan to rebrand and improve downtown. The plan includes an apartment building that contains retail space and the Small Business Development Center, roadwork that includes curbs and gutters, decorative lighting, on-street parking, a park and office buildings. The development is meant to draw young professionals.
