FCC said to be near adopting rules for incentive auction

Federal regulators say they are trying to balance the needs of the larger carriers with those of smaller ones in adopting rules for the upcoming broadcast incentive auction, according to a published report. The Federal Communications Commission may reportedly reserve up to a third of the wireless licenses for smaller carriers but also fashion rules that would help the larger telecoms obtain new licenses down the road.
