Teacher poaching becomes an issue

Cash-strapped states cannot afford to pay their teachers as much as more affluent states can, resulting in a rash of poaching, a report says. For example, in Oregon, which is suffering a budget crunch, recruiters from California and other states are offering teachers significant signing bonuses to move.
