While Iraq reconstruction may be messy, it will succeed

Retired Lt. Gen. Jay Garner, charged with overseeing the $2.4 billion reconstruction of Iraq predicted that the process may be contentious. However, the general also said that, with the help of talented Iraqis, he hoped some operations could be back in Iraqi hands within a few months.
