Alarmed by the increasing number of people who simply refuse to pay income taxes, called tax "defiers," deniers or protesters, the Internal Revenue Service and the Justice Department are increasing the number of criminal prosecutions and civil lawsuits initiated against them. "This is a significant problem," said Thomas J. Perrelli, associate attorney general. "This isn't the situation where people make a small error on their taxes. These are basically people objecting to the entire notion of the tax system."
